Who We Are

A national workforce intermediary built for accountability.

The Canadian Institute for Productivity and Workforce Skills (CIPS) is a federally incorporated, non-profit organization operating at the intersection of public workforce policy, employer needs, and practical skills development.

We work between government funders, regional delivery partners, and small and medium-sized enterprises to translate workforce policy objectives into measurable, on-the-ground outcomes. Our programs are short, applied, and designed to produce verifiable evidence of adoption.

CIPS is not a consulting firm, a technology vendor, or a general awareness organization. We are a program delivery institution with standardized tools, defined outputs, and accountability to both funders and employers.

Credential Model

Digital badges are issued via Credly or Badgr — verifiable, LinkedIn-shareable, and earned only upon submission of all applied deliverables and completion of pre/post assessments. Credentials reflect demonstrated follow-through, not participation.

CIPS is a federally incorporated national organization with full bilingual delivery capacity in both official languages. Programs are available in English and French, and CIPS extends priority access to underserved communities — including newcomers and minority-language populations — across Canada.

Every program delivery produces structured pre/post data: participation rates, completion rates, capability change scores, and applied deliverable submission rates — in a format ready for contribution agreement reporting.
